I don't know what EPS format is, but I know that bitmap graphics do not easily turn into vector graphics. Basically - bitmap graphics are just squares of colour, in a grid. Vector graphics are objects, layered on top of each other, much more like real artwork. To turn a bitmap into a vector drawing is a lot like turning a photograph into a painting - there is some interpretive work to be done, and the result's not going to look exactly the same.
