The states have to choose between CARB or federal standards, they don't get to set there own standards.

How many people here can actually read? This will NOT be allowing states to set there own standards. They have to select from CARB regulations or federal regulations. They DO NOT get to set there own rules.

It should be noted that there won't be a "50 state", it will be Federal or CA. Just those two options, states won't have the power to set there own guidelines.

Vista is OK and has some nice features, but it's a resource hog IMO. I'd rather have a new computers speed but w/ XP so it uses it better.
