Why do economy cars have such tiny tires?
The low pro's nowadays already let the driver feel every bump, dip and dead prostitute in the road, so ride couldn't be that much worse. I see WRX's with tall and skinny tires driving around here in the winter from time to time as well. Even if the tires were wide, a taller one would mean fewer revolution per mile and better mileage, at least in theory, plus the advantage of the car not looking like a pregnant rollerskate.

Why do economy cars have such tiny tires?
Every time an automaker makes an economy car, they always give it short, fat tires; giving it a look that was pulled off much better by the BMW Isetta. Yet every time a you look at a car that's built for a mileage competition, you see tall, skinny tires. Given the lower rolling resistance, higher final gearing and better traction of tall and skinny tires, why don't more manufacturers use them?

Anything I need to know about the 8.1 liter circa 2004?
I remember doing a few crankshaft and cam position sensors under warranty, as well as some complaints about burning oil past the 100k mile mark, but that's about it.

The first thing I would do is go through the red Tahoe with a fine toothed comb to see what needs to be fixed right away and what looks like it's on it's way out. Then I would think about what I want long term. If I wanted a plow truck I could use year after year, I'd stick the plow on the red Tahoe and sell the green one for whatever it's worth. If I wanted an actual pickup for work and a Tahoe as a toy, I'd fix what's ailing the red Tahoe, sell it and use the funds either towards buying what I really wanted or finishing up another project.

For $1,200 you're probably going to wind up with a single stage enamel paint job, which isn't going to be nearly as durable as a proper base coat/clear coat job. If you're on budget and don't want your car sprayed with glorified Rustoleum, I would strip the car yourself, have the body work and paint done by a pro, then reassemble and buff it out yourself. It'll be a load of work, but it'll save you money and you'll get a paint job that won't peal off within a few years.
