Mystery police vehicle - what could it be?
Kinda looks like a 90's Grand Cherokee interior to me, with the old square shaped Chrysler airbag steering wheel they used on nearly everything back then.

Cleaning the Throttle Body?
My method of cleaning the TB on my 2.2L Saturn once was to have an assistant floor the gas pedal with the key on, engine off, opening the throttle plate all the way. I then just wiped it all down with some spray TB cleaner and a clean shop rag.

Yeah. That noise is usually coming from their transmission solenoids.

Belt Rage
Going at it from the right front wheel area might help. The Saturn S-series are definitely like that. Kind of a pain in from up above, simple as can be w/ the wheelhouse liner removed.

The EVAP purge valve is up front, but the vent valve and canister it is attached to should be in the rear, very close to the tank.

Its most likely the vent valve for the EVAP system. My VUE has always thumped three times just like that anytime its below about 60°F outside. IIRC, the EVAP canister and valve are the same on the VUE, ION, and Cobalt/G5 so it makes sense.

Rubbery and black (although it looks tan in the pic) sounds like it could have been a weatherstrip adhesive or that 3M "trim and emblem adhesive."

Rebate thru October as well, look like that applies even if you were to buy some from the local shop. $50 off four (4) CS4 Touring tires Firestone FR710 Those come up as $132.99/ea. @ a Firestone shop, putting in my FL ZIP code. Probably, but I have heard of power problems happening in some swaps when trying to reuse an AT model's ECM or PROM. Perhaps just rigging the AT wiring to shut off the 4K RPM park/neutral limiter is all that's needed? Also, I think with a Camaro at least, if you have rear discs you have a G80, not 100% on that though. You might at least have a 3.23 rear if thats the case as well.- Toyota's runaway-car worries may not stop at floor mats
Nissan/Infiniti had that setup a few years back, before the pushbutton became the automotive must-have du jour. They just had a large plastic knob much like many of the Ford ignition locks also have, and you could insert the fob into it just like a key should the keyless system quit working.- Autotrajic to manual in 4th gen F body
If you have access to a whole manual donor car, its probably quite doable. Its likely more of an issue of getting the ECM to work right than the mechanical hardware, particularly if its a 3800-powered car since they were all OBD-II. Of course, the other handicap if it had the auto. is that it might like my '96 have the lazy 3.08 gears.- Project Achieva
A tacky suggestion perhaps, but if anything else could you buy four of the Achieva hood badges and apply them over the bowties on the wheels?- AC compressor noise
The A/C on that car should kick in and stay engaged so long as the temp is about 40°F or above. The oil could be the front seal going on the compressor as well. That would usually leave a very fine mist spread about by the belt, and an oily, dirty film deposited around the A/C clutch.- New Toyota Commercials.

Interesting. I think '02 was the only year we had the 4dr. Z here in the US. No Z at all for '03+, only the LS with a sport package. I remember seeing a 4-door '03+ Sunfire from Canada once as well. Another J-car not sold here. - Candidates
